The University of Oregon along with the City of Eugene will participate in and host a training exercise on Wednesday, May 2, which may cause disruption to normal activities in and around campus and Alton Baker Park. If you see or hear the training exercise, be aware that it is a planned simulation of events and not an actual emergency.

The Oregon National Guard will train for a mass evacuation scenario at the UO as one of several locations around Oregon and the U.S. This training provides an opportunity for university responders to test and implement plans to better prepare to respond to incidents on campus in the future. The training exercise will include helicopter landings and take-offs, and ambulance staging and transportation in the area.

In preparation for this exercise the Oregon National Guard is planning to do a practice run on Friday, April 27 between 1:30 p.m. and 3 p.m. The practice flight will involve low approaches where the helicopter will hover at the two landing zones listed below.

The week of April 30, including May 2, is busy with activity on campus and efforts have been taken to limit the number of helicopter landings and take-offs to reduce the disruption to campus. The helicopters may include those used for Life Flight as well as military Blackhawks.

On May 2:

Helicopters will land and takeoff twice from the grass area between Howe Field and the tennis courts near the PE & Rec field between 9:30 a.m. and 10:30 a.m. Note: this will not interfere with the scheduled UO softball games beginning at 1 p.m.

Helicopters will land and takeoff three times from the Riverfront soccer field between 10:30 a.m. and noon. Note: this will not interfere with scheduled intramural activities, and will not impact pedestrian access through the area.

A dozen or more ambulances will line up on 18th Avenue as part of the exercise and will travel from 18th Avenue to Hilyard Street and down Franklin Boulevard to the Riverfront soccer fields off of Agate near the Autzen footbridge. The ambulances will not activate lights or sirens and will likely travel in small groups. The activity is not expected to impact vehicle, bike or pedestrian traffic.

At the conclusion of the training at UO, the exercise will continue in the Alton Baker Park area on May 2. The flight patterns for the off-campus training will not cross over campus; therefore, noise should be minimal.

In the event of an actual emergency, information will be communicated via email, text and the UO homepage.

For questions or concerns, contact Krista Dillon at UO Emergency Management & Continuity at 541-346-3588 or kristam@uoregon.edu. UO Emergency Management & Continuity (UOEMC) is the administrative unit responsible for creating the framework for the university to reduce vulnerability to hazards and cope with crises and disasters.

Hello,

As you know, we have delayed the University’s opening today and have had to reschedule some final exams because of the inclement weather. Examinations scheduled at 10:15 am on March 21 have been delayed until 1:00 pm on the same day. There are 58 students with tests scheduled at both 10:15 and 1:00. I would ask that you work with those students to accommodate their conflicting tests. I would also ask that you work to accommodate the needs of those students who may be unable to safely travel to campus today. Please see the University homepage for other weather-related information.

Thanks to everyone for your efforts to accommodate students’ needs in these special circumstances.

Be safe,

Lorraine

3/19/12. 8:07 AM

FROM
Debbie Cadigan, Campus Relations Manager, Campus Operations
SUBJECT:
Spring Break Campus Wide Power Shutdown

Good Morning,
In our continuing effort to improve campus utility systems reliability, a new co-generation (steam and electrical production) system is under construction. To ensure all systems perform as anticipated; it is imperative to test every aspect of the system prior to being placed into normal operation as equipment is installed and software programs are updated. These planned simulations are designed to encompass all types of campus and utility provider events and to test new systems to ensure they function as planned under normal operation and in the event an upset may occur.

In the next several months, Campus Operations will be scheduling two planned shutdowns. The first one is to update existing CPS Switch house software in preparation for the new co-generation system. The second shutdown will be later this spring or summer when all equipment is in place and has been tested to the extent possible without effecting campus.

Our intent is to schedule testing and shutdowns for minimal impact although we realize any shutdown impacts campus.
Campus Operations planned campus-wide electrical shutdown will affect all campus facilities, except those few that receive their power directly from EWEB. See list below for buildings excluded.

On Tuesday, March 27th & Wednesday, March 28th from 3:30am to 7:30am each day, campus will experience intermittent outages, lasting from several seconds to several minutes, while testing is being performed. Standby power will also experience intermittent outages.

On Tuesday, March 27th & Wednesday, March 28th from 7:30 am to 8:30 am each day, testing will continue. Although we do not anticipate any intermittent outages, there will be a potential for interruptions during this 60 minutes each day.

Elevators will be shut down and posted, egress lighting will experience the intermittent outages but will immediately come back on.

After the shutdown has been completed, Campus Operations personnel will be sure HVAC systems, elevators and other equipment are reset.

Make sure all sensitive electronics, including computers and printers, are turned off or disconnected prior to this shutdown. Be sure everyone in your department is aware of this.

We regret any inconvenience this may cause. For questions please contact Del McGee or Jeff Madsen at electric@uoregon.edu or call Campus Operations customer service desk at 346-2319.
